being offered for competition limited to eligible 8(a) concerns.
Eligibility to participate may be restricted to firms in either the
developmental or transitional stage. SIC Code 8744 applies. The SBA
requirement number is 77-97-607400. This is a new requirement without
acquisition history. Contractor shall perform Base Maintenance at
Family Housing Areas in Alameda, California. Contractor shall provide
all labor, materials, tools, equipment and transportation for
maintenance and repair of housing units, grounds maintenance, pest
control and janitorial services. Work will include change of occupancy
maintenance, painting, electrical, carpentry and plumbing work to
interior and exterior of housing units, as well as lawn mowing, tree
pruning, pesticide application, and miscellaneous house cleaning and
janitorial tasks. The solicitation will include fixed-price, as well as
task hour, and unit priced indefinite quantity line items. Both the
Service Contract Act and Davis-Bacon Act will apply. The period of
performance is anticipated to be 01 October 1997 through 30 September
2002. An offer guarantee, and performance and payment bonds will be
required. The solicitation will be issued o/a 14 February 1997 without
further notice. All interested 8(a) firms are encouraged to request a
copy of the solicitation as expeditiously as possible. When requesting
the solicitation package be prepared to state your firm's name, street
address, telephone and telefax numbers, and solicitation number. All
eligible firms may submit an offer which shall be considered by the
agency. This Notice is for informational purposes for Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
transportation (DOT), Office of Small and Disadvantaged Utilization
(ODSBU), has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides and
80 percent guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
