A Tactical Aerial Resource Management Study (TARMS) for the wildland
aerial firefighting environment has been initiated by the United States
Forest Service (FS) and the Bureau of Land Management (BLM).
Human-aiding technologies, applied both within and outside the cockpit,
will be examined for applicability to the aerial firefighting task.
Technologies and functionalities which may have applicability include,
but are not limited to: Forward-Looking Infrared (FLIR) (heat sensing,
targeting); GPS (targeting, command/control, flight following);
Heads-Up Displays (HUDs); Flight following (both on-incident and
long-range); Advanced Navigational Display Systems (the
NASA-Ames/USFS/BLM NAFSE Research Project includes moving topographic
map, aircraft traffic portrayal, and drawing targets on the screen and
transmitting them rather than verbally describing them); TCAS (Traffic
Collision Avoidance Systems); GPWS (Ground Proximity Warning Systems);
Videography; Weather data collectionsystem; Simulators for training;
Laser and other systems for targeting drop areas; 3-D Auditory
Messaging; Radio systems; Voice/computer interactive technologies;
Uplink/downlink of data collected both in the air and on the ground
(e.g., to incident command, dispatch, etc.); Satellite communications.
Commercial vendors, governmental agencies, and other interested
persons are invited to submit information which may be appropriate to
this environment. It is important to note that this study is only
chartered to recommend the direction the agencies should take in the
future. Procurement is not within our purview. Hence, all pricing
information (unit/system price, volume discounts, etc.) will only be
used to develop budgetary estimates for any study recommendations and
not as price quotes, should any future purchases occur. Information
