The Digital Switched Systems Modernization Program (DSSMP) is intended to support global switch system modernization, to include new installation, replacement, reutilization and upgrade requirements of telecommunications worldwide, for the Army and other Department of Defense (DoD) and Federal Agencies. The DSSMP acquisition is proposed to be conducted under Full and Open Competition on an unrestricted basis. Source selection will be made on a best value basis. Evaluation factors for award, in descending order of importance, will be: Past Performance, Technical, Small Business Participation Plan and Price. Two or more ten year indefinite delivery indefinite quantity (ID/IQ) type contracts will be awarded. Additionally, two or more contracts will be awarded to small business for the purpose of switch deinstallation. Delivery Orders will be competed after award of the basic contracts and will be issued on a firm fixed price (FFP) basis, based upon site specific requirements. The deinstallation effort andswitch to be deinstalled for the proposed small business contracts will be described in the site specific Statement of Work (SOW), to be issued prior to each proposed delivery order under the small business contracts. There is a pre-solicitation conference scheduled for 12 February 1997 (see web and EBB for information). The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB User's Manual. All requests must include (1) company name, (2) point(s) of contact name(s) and title(s), (3) return address(es) and (4) telephone number(s).
