have minimum qualification requirements. Interested contractors shall
identify an environmentally clean and low cost Non-Chromated Conversion
Coating (N-CCC) currently or potentially meeting Specifications
MIL-C-5541E and MIL-C-81706 for aerospace applications as part of their
request for the solicitation. The coating shall be less toxic than
Chromate Conversion Coating (CCC). Considerations and characteristics
of the N-CCC process are: 1. Pollution Prevention 2. Technological
Maturity 3. Cost of Implementation 4. Cost of Production 5. Maintenance
6. Processing Time 7. Toxicity 8. Performance 9. Facilities
Modification Evidence of having at least two years experience in
conducting N-CCC process development work to meet the military
specification requirements, original test results, technical documents
and hands-on laboratory experience will be required with a proposal.
Contractor shall provide a list of in-house generated N-CCC technical
reports and publications with a description of each report including
title, author, date and place of issuance. Contractor shall identify
any previous and/or current Government or private contracts on the
process. Contractor shall provide resumes of the proposed contract
manager and project engineer(s) and specify their responsibilities. The
approximate issue/response date will be 11 Feb 97. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. An Ombudsman
has been appointed to hear concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
source selection process. Interested parties are invited to call the
