plant as necessary to provide professional support in the performance
of specific tasks for the Geotechnical Laboratory in connection with
ongoing and proposed research efforts. Major Major R&D thrusts include
broadening the knowledge base in seismic safety evaluation and
remediation of dams; developing civil engineering technologies and
analytical tools to assist engineers and logisticians in rapidly
assessing current conditions, necessary repairs, and possible by-pass
routes of lines of communications (roads and airfields); developing
obstacle planning software and analytical models to assist the engineer
in planning and executing counter mobility operations; and developing
technologies to provide consistent, scalable, and reliable
representations of mobility in models and simulations in support of
virtual proving grounds, command and control systems, and combat
simulations. General requirements of this contract will include the
acquisition and assess- ment of project information and the design and
construction of geological databases, geological geographical
information systems, and other visualizations necessary for
accomplishment of project requirements. The contract shall be for a
period of one year with the Government having the option to extend for
four additional years. Proposals will be evaluated based on offeror's
demonstrated performance, experience and technical background of key
personnel, capability to perform contract requirements, and cost. The
Government intends to release solicitation number DACA39-97-R-0015 on
or about February 7, 1997 on the internet. Printed specifications will
not be available. Also, the Government reserves the right to use only
the internet as notification of any changes to this solicitation. It
is, therefore, the contractor's responsibility to check the internet
daily for any posted changes to this solicitation. Contractors may view

the date of release will be allowed for submission of offers (reference
