Health Services Administration (SAMHSA), Center for Substance Abuse
Treatment (CSAT), Office of Scientific Analysis and Evaluation,
Synthesis Branch through the General Acquisitions Branch, PSC plans to
award a sole source simplified acquisition to Human Interaction
Research Institute, in Los Angeles, CA, to provide administrative and
technical assistance to CSAT in developing and enhancing several
activities for the new Synthesis Branch. SAMHSA and CSAT are renewing
their emphasis on knowledge application. This renewed emphasis has
resulted in the development of the new Knowledge Development and
Application (KDA) Program. The goal of the KDA program is to develop
new knowledge about ways to improve the prevention and treatment of
substance abuse and mental illness, and to work with State and local
governments as well as providers, families, and consumers to apply that
knowledge effectively in everyday practice. Anticipated award date is
