(703)767-1166. The Defense Commissary Agency (DECA) has a requirement
for systems engineering and technical support svcs as required.
Contractor will be required to supply personnel, supervision, mgmt, and
non-personal technical svcs to accomplish software maintenance and
engineering support for DECA Standard Automated Voucher Exam System
(SAVES), Teh Personnel Data Base System (Pdb), the Manpower Data base
System (Mpdb) Standard Automated Contracting System -- DeCA(SACONS-D),
Electronic Data Interchange (DEI) applications, respond to help desk
-- provide 2nd level support (24 hour response -- contractor will be
accessible after core work hours thru phone or pager), and additional
SQL-oracle, Progress and UNIX applications. DeCA, nonpersonal technical
svcs include the following: systems analysis, systems design,
development, debugging, testing, integratin, conversion, maintenance
documentation, installation, transition files review, training,
conversion, systems admin, datagase mgmt, operational job recoveryand
production support and user support. The SAVES Hardware is physically
located at Ft Lee VA with on-line access over DECA' wide area network.
The system is four SEQUENT computers networked togetherand operating
in a client-server relationship. The system includes a database server
(DeCADev). The network environment is comprised of 2 Ethernet
sub-sysstems serviced by CISCO routers. The four SEQUENT computers are
networked together on one subsystem. There are over 600 users CONUS
wide with network access over the second subsystem. Additionally, BSC
3780 dial up capability is available using Rabbit Software. The
executive software includes DYNIXptx2.04 operating system and Oracle
Version 7. DECA support personnel and manpower applications on the
Sequent Platform, using Oracle applications operating under DYNIX. The
Zone Manager Decision Support System (ZDSS) application currently
processes on Sequent, Desktop and Notebook computer hardware and other
Government owned equipment using the most current Dynix/ptx operating
system, ORACLE, MS Windows, and Powerbuilder in a client server
architecture. Electronic Data Interchange (EDI) currently processes on
Sequent Computer hardware and other Government owned equipment using
the most current Dynix/ptx operating system, ORACLE, EDI EASY, EDISIMM,
Gentran Translator, CLEO Communications and Powerbuilder in a client
server architecture. The contractor shall provide on-site and remote
support. Personnel on-site at Ft. Lee VA shall be available for eight
consecutive hus per day Monday thru Friday, excluding feredal holidays.
DECA operates remote sites world wide. Support shall be provided on an
as required basis for job recovery production assistance, 24 hrs a
day, Monday thru Saturday. If additional support outside these
principle times is required, it will be specialized in individual task
