Merrill Huler, (310) 416-7497. Seeking sources for the development of
an On-Line Lightning Monitoring System (OLMS) to be used at Space
Launch Complexes (SLCs). The OLMS is required to provide continuous
monitoring of the lightning-induced electromagnetic environment and its
effects on space vehicles. The successful offeror shall design and
develop a stand alone OLMS capable of simultaneously and continuously
monitoring a minimum of 3 SLCs. The system shall detect, measure,
record and time-tag effects of lightning induced transient events.
Measurements of the transient effects are to include but not be limited
to induced electric fields, time rate of change of the magnetic flux,
as well as currents and/or voltages on selected interfaces at the SLC.
The contractor shall procure and/or develop all hardware, software and
support equipment (GFE and/or COTS) needed to install an OLMS,
including the transmission, display and storage of data to a minimum of
three designated areas at the launch base. The contractor shall develop
an Integrated Logistics and Support (ILS) plan and materials to make
the OLMS serviceable for a minimum of ten years. The successful offeror
shall deliver fully operational OLMS to the appropriate government
authority and provide initial training of government personnel for OLMS
operations. Potential offerors and interested subcontractors should
submit a written request to be placed on the OLMS Source List. The
contract will be awarded using the Two-Step Sealed Bid process in
accordance with FAR 14.5. Potential offerors must submit written
requests to the contracting office for copies of the Request For
Technical Proposal (RFTP), step one, solicitation package. Interested
