Development Mission to Morocco (USAID/Morocco) invites offerors to
submit proposals for a Cost Plus Award Fee (CPAF) Performance-Based
Contract (PBC) under the Moroccan Education for Girls (MEG) Activity.
The Contractor shall assist the Government of Morocco (GOM) Ministry of
Education (MNE) to improve basic education for girls by designing and
implementing a "Model" of innovative education initiatives and
activities at the primary school level which will improve access and
retention of girls in rural areas through the sixth grade. MEG's goal
is to increase opportunities for educational attainment in Morocco. The
principal product of MEG shall be the MEG Model which shall be
comprised of a set of technical interventions which impact positively
and quantifiably on access and retention of girls in selected rural
primary schools. Under this proposed PBC, offerors shall be given the
opportunity to design the model and demonstrate how it can be
implemented to obtain the desired results. Offerors are free to propose
any combination of short and long term technical assistance to design
and implement the MEG Model. The award shall be made to the offeror
whose concept for design and implementation of the model is the most
innovative, and which offers the best value to the Government. The
anticipated period of performance for the contract award is five years,
consisting of a base period of three years (Phase I) and an option
period of two years (Phase II). Offerors must submit cost and technical
proposals for both phases of this activity. In keeping with the goal of
the PBC concept, the Government has decided to announce a range for the
estimated cost of this activity. The range is $9 million to $11
million. All questions related to this notice and requests for a copy
of the RFP must be addressed, in writing, to Ms. Lowenthal. Telephone
requests for the RFP shall not be honored. The issuance date of the RFP
is expected to be approximately 30 days from the date of publication of
this notice. The closing date will be approximately 45 days from the
actual issuance date. The publication of this notice or the issuance of
a Request for Proposals does not obligate the U.S. Government to award
a contract.This request for proposals shall be issued on a 3.5 inch
diskette using WordPerfect 5.2 for DOS. Once issued, this RFP can be
viewed and downloaded from the Agency Gopher. The Gopher address is
GOPHER.INFO.USAID.GOV. Select USAID Procurement and Business
Opportunities from the Gopher menu. The RFP text can be downloaded via
Anonymous File Transfer Protocol (FTP). The FTP address is
