Officer. The INS requires the production of law enforcement officer
badges, the dies and production tools will be supplied by the
government. A sample badge shall be provided to the contractor to
assure quality control. All dies, production tools, and samples remain
the property of the government and must be returned to the INS. This
will be a best value award based on experience, quality, and price,
respectively. At least three law enforcement references, preferably
government, will be required from qualified offerors. Initial delivery
of 400 badges is required by February 14, 1997. The contractor shall
provide a sample which is of production quality and indicates the
highest quality work the contractor is capable of providing. The base
metal of the struck badge shall be 101 gage 425 Olin brass or equal.
All pieces struck shall be given two (2) blows with a thousand (1,000)
ton press. Those pieces shall then be trimmed, pierced, dapped to a
radius of 8 degrees along the vertical axis, and numbered. Each piece
of the badge shall be sandblasted, front and back, with 170/100 (grit)
service. Stoned epoxy shall be used as a filler for the badges. Edges
are to be cut down, all highlights cut down, the badges completely
glossed then ultrasonically degreased. All pieces plated will have
copper flash, then cold nickel for twenty minutes. After the nickel is
applied the pieces shall be gold electroplated with a 22 carat gold
color to a minimum of 25 mls thickness. The badge will be hot lacquered
for added protection. The completed badge shall have no grinding marks
visible on the face or the edges of the finished badge. Lettering and
border details shall be of highly polished finish; the back of the
badge and front base of the badge shall have a satin finish. The
company name, month and year of production shall be engraved or stamped
on the rear of the crowning eagle portion of the badges. A serial
number of sequential order, shall be stamped in the center of the rear
body of the badge. Qualified offerors shall fax requestsfor the RFP to
