modification replaces the announcement published in the 16 January 1997
edition of the CBD in its entirety. The Department of Defense (DoD)
Strategic Environmental Research and Development Program (SERDP) Office
is interested in receiving proposals for research focusing on the areas
of Cleanup, Compliance, Conservation and Pollution Prevention
technologies. This notice constitutes a Broad Agency Announcement (BAA)
as contemplated in FAR 6.102(d)(2). Proposers should state in their
proposal that it is submitted in response to this BAA. Readers should
note that this is an announcement to declare DOD/SERDP's intent to
competitively fund research and development for innovative and new
environmental technologies that meet the focuses set forth in Appendix
B to the SERDP Program Announcement. The Program Announcement can be
found on the DOD/SERDP Home Page accessible through the World Wide Web
at http://www.hgl.com/serdp. No request for proposals (RFP),
solicitation, or other announcement of this opportunity will be made.
Awards may take the form of contracts, grants or cooperative
agreements. Submission of proposals is not restricted in any way to any
particular entity. Before preparing a proposal, potential proposers
should read the information provided in the SERDP Program Announcement
for details regarding proposal submission, the evaluation of
proposals, as well as the individual Statements of Need (SON) set forth
in Appendix B. To be eligible for consideration, readers wishing to
respond to this announcement must submit a preproposal, including a
signed original copy, five additional copies, and one copy on a 3-1/2"
diskette (DOS-formatted, with text in a convertible word processor),
referencing this BAA to Brenda Batch, SERDP Program Office, Suite 303,
901 North Stuart Street, Arlington, VA 22203. Preproposals sent via
fax or electronic mail will be rejected. Preproposals must be received
no later than 4:00 PM EST on Tuesday, 25 February 1997. Preproposals
must be in abstract form describing the merits and objectives of the
proposers project. The abstract should concisely describe what the
proposer has to offer the SERDP Program with sections discussing but
not limited to: (a) overall innovation, scientific/technical merits,
and objectives proposed, (b) the proposer's capabilities, related
experience, techniques, or unique combination of these which are
integral factors in achieving a proposed objective, (c) the
qualifications, capabilities and experience of the principal
investigator, team leader, or key personnel who are critical in
achieving the objectives of the proposal. Preproposals shall be no
longer than five pages, single-sided, and 11 pt pitch. One attachment
of up to three single-sided pages of test data may also be submitted.
Preproposals should contain the following: (1) a title descriptive of
the research to be performed with a reference in the title to the
specific Statement of Need (SON) Title and Number, (2) a discussion of
how the program described in the preproposal satisfies the focused
need in the SON, (3) the name and address of the individual, company or
educational institution submitting the preproposal, (4) the name and
phone number of the principal investigator or senior researcher who
would be in charge of the project, (5) the duration of the project
along with a milestone chart with significant events, (6) the estimated
labor cost, materials cost, burdens, and profit (if any) by year, (7)
one or more paragraphs describing the approach to be taken in the
course of the research and the scientific basis, and (8) a one-page
curriculum vitae of the principal investigator. As a result of the
preproposal process a number of organizations may be requested to
submit a full proposal. Persons submitting a preproposal identified as
potentially beneficial to the SERDP objectives may be contacted for
further information and may be requested to submit a full proposal. A
request for submission of a full proposal does not indicate a decision
has been made to make an award for that work. Multiple awards may be
made from proposals pursuant to a SON, however, in most cases not more
than one award will be made to meet the needs of a given SON. It is
expected that awards will result from proposals received for
approximately one half of the SONs, totaling approximately $3.5M.
Preproposals and full proposals will be evaluated against the following
factors, listed in descending order of importance: (1) SERDP relevance
(PASS/FAIL)-potential relevance to SERDP environmental requirements,
both DOD and Department of Energy (DOE), (2) overall scientific,
technical and socio-economic merits of the proposal, (3) the
qualifications, capabilities, and experience of the proposed Principal
Investigator, team leader, or key personnel who are critical in
achieving the proposed objectives, (4) potential to execute the
proposed work as demonstrated by a comprehensive management plan
leading to the completion of the project, (5) potential for transition
of the proposed research, (6) availability of other funding sponsors
forthe proposed effort, and (7) realism of the proposed cost and
availability of funds. For awards made as contracts, the socio-economic
merits of each proposal will be evaluated based on the commitment to
provide meaningful subcontracting opportunities for small business,
small disadvantaged business, woman-owned small business concerns,
historically black colleges and universities, and minority
institutions. The standard industrial classification code is 8731 with
the small business size standard of 500 employees. In addition,
contract proposals that exceed $500,000 submitted by all but small
business concerns must be accompanied by a Small, Small Disadvantaged
and Woman-Owned Small Business Subcontracting Plan in accordance with
