Center Weapons Division, China Lake, CA, intends to procure, on an
other than full and open competition basis, an upgrade for a Detonation
Mechanics Camera System which consists of a streak camera, framing
camera, and the associated controls. Procurement will be on an other
than full and open competition basis from Cordin, Salt Lake City, UT
due to mandatory compatibility requirements. The contractor shall
provide labor and material to upgrade the Detonation Mechanics Camera
System which requires the following: (1) Removal of the two cameras
from NAWCWPNS China Lake, CA; (2) Transportation to Cordin's facility;
(3) Upgrade of the internal electronics of both cameras; (4) Upgrade
of the optical system and realignment of the optics in both cameras;
(5) Upgrade of the focus adjustment of the streak camera; (6) Return of
the cameras to NAWCWPNS China Lake, CA; and (7) Reinstallation of the
cameras into the Detonation Mechanics Facility at NAWCWPNS China Lake,
verification of their operation and nine days training. The supplies
and quantities required are: (1) Model 472 Camera Electronics Upgrade
kit, 2 each; (2) Model 470 Camera Controllers, 2 each; (3) Model
476/480 Gas Control Unit, 2 each; (4) Model 640 High Energy Pulser, 6
each; (5) Model DG535 Four-Channel Time Delay Generator with GPIB
interface and 35-volt output option, 2 each; (6) Model 405 Camera
Controllers, 2 each; and (7) Model 460-5 Coincidence Control Unit, 1
each. FOB Destination. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; a written
solicitation will not be issued. The solicitation number is
N68936-97-R-0084 with a SIC Code of 3861. This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-42 and DAC 91-11. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition. Offeror is required to include a completed copy of the
provisions at FAR clause 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items, with their offer.
FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items,
is applicable. FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, and the Contracting Officer has
incorporated the additional following FAR clauses cited in 52.212-5 by
reference: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35,
52.222-36, 52.222-37, and 52.225-3. The provision at DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, is applicable and the following clauses are
incorporated by reference: 252.225-7001, 252.225-7012, and
252.233-7000. The provisions at DFARS 252.225-7000, Buy American Act --
Balance of Payments Program Certificate, and DFARS 252.225-7003,
Information for Duty-Free Entry Evaluation, are applicable. Offer is

Responses to this intent to solicit, other than Cordin, should be
