Coastal Systems Station, Dahlgren Division, NSWC, Panama City, FL
intends to award an Indefinite Quantity contract for Shop Support
Services Mechanical Fabrication and Assembly. The contractor shall
provide (as trade study data) (a) manufacturing engineering,
manufacturing planning and manufacturing cost estimating data; (b)
supply materials, (c) clean, refurbish, repair and rebuild Government
Furnished Mechanical Assemblies and elements; (d) procure, transport,
process (or subcontract), inspect, document and deliver such items in
accordance with Government Task Delivery Order (TDO) specifications.
The contractor shall provide facilities and staff capable of full and
routine use of data prepared in accordance with MIL-STD-100E,
MIL-T-31000, and ASQC A8402. The contractor shall, in response to TDO
specifications; (a) provide complete manufacturing engineering,
manufacturing planning and cost estimating data covering the labor,
materials, operations, methods, equipment, tools gates, man-hours and
dollars that will be required to accomplish the specifications for
hardware assemblies or elements and (b) systematically develop and
evaluate alternative manufacturing technologies and approaches that
will satisfy technical, schedule and cost specifications and select and
document the justification for the alternative recommended as most
beneficial to the Government. The contractor shall provide drawing
updates that will range from red-lining a drawing to denote Government
approved changes made in the manufacturing process. Revised or new
drawings shall conform to MIL-STD-100 and ASME Y14.5. Drawings will be
required on paper and/or data files such as IGES, DXF, etc. The
contractor shall perform precision machining, grinding, burnishing,
polishing, buffing, and inspections. Machinining requirements may
consist of complex 3 dimensional shapes ranging up to 36" x 60", flat,
cylindrical, contoured, angular, concave, convex, spherical, to form
complex geometric shapes. The ability to perform 4 axis machining will
be a minimum requirement on this contract and the ability to do 5 axis
machining is highly desirable. The contractor shall perform sheet metal
forming as required. Material thickness may vary up to .50" mild steel.
The contractor shall provide heat treatment capabilities associated
with ferrous and non-ferrous alloys. The contractor shall perform
welding, brazing and soldering. Contractor shall provide the following
capabilities: Gas tungsten arc weld, gas metal arc weld, shielded
metal arc weld, resistance spot welding, oxygen cutting, and plasma arc
cutting. The contractor shall provide the capabilities to inspect, test
and certify in accordance with ASQC-Q9002. The period of performance
for this contract will be five (5) years. This is a 100% small business
set-aside. The Government reserves the right to conduct a pre-award
