Contracting Officer: Ms. Mary Lohmann (703) 607-9016. The Defense
Supply Service-Washington, on behalf of the Program Manager,
Information Management and Telecommunications, Pentagon, Washington,
DC, intends to issue a draft RFP to procure an Above-ground
Telecommunications Backbone (ATB) infrastructure in conjunction with
the Pentagon Renovation Program. This effort will include system
design, system integration, system implementation, testing, procurement
of equipment, and the development of a maintenance/operations training
plan; a Test, Measurement, and Diagnostic Equipment (TMDE) plan; and
a replacement parts schedule. The ATB will provide all users within the
Pentagon building common telecommunications services, support the
distribution of both classified and unclassified ~~voice, video, and
data requirements for information systems, conform to modern
telecommunications practices and standards, and provide flexibility to
allow incorporation of foreseeable future technologies through the use
of an evolutionary strategy. The Contractor shall be responsible for
the total ATB program management, the integration of equipment, and
interoperability between the renovated and unrenovated parts of the
Pentagon and various temporary relocation sites in the surrounding
community ("Swing Space"). The Contractor's design shall provide for
the use of both contractor-procured equipment and government-furnished
equipment, as necessary. The Contractor shall install all equipment.
Utilizing full and open competition, the Government intends to award an
estimated ten (10) year, single, fixed price award fee and cost
reimbursable contract. A subcontracting plan for small business will be
required, and teaming/partnering will be encouraged. The anticipated
release date of the draft RFP is 07 Feb 97. The anticipated award date
is Nov 97. No telephonic questions or responses or written questions
will be accepted at this time. Written requests for the draft
solicitation should be sent to the Contracting Officer at the following

Government will mail a copy of the draft RFP to all potential offerors.
