A First Article Test (FAT) is required. The First Article Test Report is due 210 days after contract award (DACA). The required delivery when FAT is applicable is 8 each 360 DACA with subsequent monthly deliveries of 15 each. The required delivery when FAT is no applicable is 8 each 240 DACA with subsequent monthly quantities of 15 each. The Government does not own specifications and drawings to permit full and open competition. This proposed contractual action is for supplies which cannot be procured through full and open competition because the authority cited states only a limited number of responsible sources and no other supplies or services will satisfy the Agency requirements.
