Combustible Case Assemblies-The US Army ARDEC is contemplating
acquisition of XM231 and XM232 combustible case assemblies in support
of the 155mm Modular Artillery Charge System (MACS). MACS is the
propelling charge system for the Crusader Howitzer. A three year effort
is planned to include a basic contract plus two one year options to
produce a total of 9,300 XM231 and 93,000 XM232 combustible case
assemblies with 6,000 cases to be delivered every two months starting
60 days after contract award. MACS is comprised of the XM231 and XM232
propelling charges. The design features allow MACS to be both manually
and automatically handled and able to meet future artillery needs. The
composition of the combustible cases are mainly nitrocellulose and
fiber. The manufacturing process for these cases involves processing
energetic materials (class 4.1C flammable solid) on steam heated
molding dies. Molding preforms are made from an aqueous slurry of
fibers and resins using a technique known as the "Beater Additive
Process". Contractor shall have requisite engineering staff and
production facilities for the production of MACS cases. The
contractor's facilities shall include (1) a fully equipped laboratory
for chemical analysis and physical property testing and (2) a pilot
plant to support product and process improvement. The MACS combusible
case assemblies shall be produced in accordance with the MACS Crusader
Program schedule. The Department of Defense has listed the MACS
propelling charge increments as a Critical Technolgy Element on the
Militarily Critical Technologies List. As a critical technology, MACS
technical data is restricted by the Arms Export Control Act. Therefore
all technical data will be marked with Limited Distribution Statement
F in accordance with DOD Directive 5230.25. Further dissemination only
as directed by Propulsion Branch, AMSTA-AR-WEE-B, Picatinny Arsenal, NJ
07806-5000 (Mar 96) or higher DOD authority. This acquisition is
planned as a sole source to Armtec Defense Products, Coachella, CA. See
