Defense Supply Service-Washington, on behalf of the Strategic Arms
Control and Compliance (SAC&C) Directorate of the Under Secretary of
Defense (Acquisition) (OUSD(A)) under authority of 6.302, contemplates
negotiation with one source, Science Applications International
Corporation, 10260 Campus Point Drive, San Diego, CA 92121 for studies
and analyses on arms control, compliance and verification issues. This
contract action is for services currently being performed under
contract number MDA903-93-C-0150. Arms control compliance includes
research of the negotiation record, technical analysis of weapon system
capability, and analysis/review of US programs for compliance. Arms
control analysis consists of reviewing proposed arms control agreements
for impacts on US forces and industrial base, identification of
requirements and options related to complying with arms control
proposal and the effects changes in arms control policy would have on
weapon system designs. Verification includes research and analysis of
activities that could interfere with US verification methods and
assistance in developing verification criteria to support arms control
negotiations. Support services includes developing cost data on
complying with Arms Control requirements, budgeting for these costs,
and analysis of other parties cost requirements. Network and database
support includes providing and supporting computer equipment, software
and devices used in support of the research, tracking and
implementation of arms control agreements. The contract shall be
required to possess/maintain a TOP SECRET/SCI facility clearance;
technical and engineering personnel must possess at least a SECRET
clearance. The period of performance shall be for one-year. This notice
of intent is not a Request for Proposals; however, any capability
statement received within forty-five days after date of publication of
this synopsis will be considered by the Government. Information
received will be considered whether to conduct a competitive
acquisition. However, any determination not to compete this contract is
within the Governments discretion. See Note 22. Interested concerns
