TECHNICAL AND ENGINEERING SUPPORT The U.S. Army Communications and
Electronics Command is seeking qualified and interested sources to
provide independent technical analysis and engineering support to
Product Manager, FIREFINDER in the area of FIREFINDER weapon location
radars. This includes performing studies and providing independent
analysis and evaluation for the AN/TPQ-36(V)8 and AN/TPQ-37 P3I
programs. The offeror should be able to demonstrate their capability to
generate required weapon detection/track/location Algorithms, assess
the contractor's software design and provide independent analysis of
predicted performance of contractor software design, as well as
identifying any problem areas. Technical support includes independent
analysis of predicted performance of candidate radar system
architecture and impact of their designs, technical cost/benefit
tradeoffs including concept models and pilot tests, draft/develop proof
of concept models and simulations as required to support the analysis
and analysis of radar development programs to include developing
technology tradeoff tools. Must show proof of specialized experience
with Radar Environmental Simulators(RES) to be able to collect
performance data, compile results and compare performance with system
specification and analyze live fire test results. The offeror must also
develop RES acceptance criteria for FIREFINDER programs, and be able to
write acceptance test plans and procedures for software systems. In
addition, qualified sources must also possess the following
capabilities: maintenance and engineering support for two Radar
Environmental Simulators. The government possesses only minimal
documentation, drawing sketches and software code without description.
One RES is located at a government site at Fort Sill, Oklahoma, the
second RES is located at a contractor's plant in Long Island, NY as
government furnished equipment. The offeror must also show proof of
engineering modeling experience for evaluation of operational scenarios
in site selection of FIREFINDER radars. Three such systems exist for
evaluation of the radar sites and the offeror must be capable of
providing maintenance support to the FIREFINDER Position Analysis
System (FFPAS). The government possesses only minimal software
documentation for the FFPAS. One system is located OCONUS and the other
two systems are located at Ft. Sill, OK. Qualified and interested
sources should be a small business with proven experience in the
analysis, specification and design of weapon location radar data
