(901) 544-3184 (Site Code DACW66) The Memphis District Army Corps of
Engineers proposes to enter into a contract for furnishing all
necessary labor, equipment, materials, and supervision to
satisfactorily perform security specialists and investigative services
at any U.S. Army Corps f Engineers element which may request
assistance and which is located within the boundaries of the United
States and/or its possessions. The titles of personnel required under
this contract are as follows: Supervisor Security
Specialist/Investigator and tw (2) Security Specialist/ Investigators.
The contract period will be for a base year and four option years.
Selection of a contractor will be made by an integrated assessment of
the proposals submitted. The integrated assessment will involve a
determination by the Government of the overall merit of each offeror's
proposal. All offeror's proposals will be comprised of a technical and
cost proposal. The evaluation factrs listed in order of importance are
to be used during the evaluation of the proposals. Thetechnical
proposal will be evaluated for management capability, experience/past
performance, and personnel qualifications and assigned a numerical
score. This evalution will be accomplished without reference to cost.
Cost proposals will not be scored, but will be evaluated for
reasonableness by cost/price analysis. The total estimated contract
cost, to include the base year and four option years, will be
considered as an independent element from the technical proposal. Cost
proposals will be reviewed for completeness, credibility, and
compatibility with the technicalproposal. Award will be made to the
highest evaluated offeror whose offer conforms to the solicitation and
has been evaluated as most advantageous to the Government considering
all factors including management capability, experience/past
performance, personel qualifications and cost. Firms responding to this
announcement will be sent a Request for Proposal, RFP No.

responsible sources may submit a proposal which shall be considered.
This procurement will be a 10% small business set aside, competitive
negotiated procurement. For the purpose of this procurement, to qualify
as a small business concern, in addition to being independently owned
and operated and not dominant in the field of operation in which it is
biding on Government contracts, the concern must have had average
annual receipts for the preceding three fiscal years not exceeding $9.0
million or other criteria as prescribed by the Small Business
Administration. The supplies or services to be procured under this
