The American Embassies in Lome, Togo and Cotonou, Benin require the operation and management of local guard services in order to prevent unauthorized access, protect life, maintain order, deter criminal acts against employees and dependents and to protect against damage to property and terrorist acts against US assests. The contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work as required under this contract. The Government may award one contract to cover both embassies or one contract for each embassy. Offers may be for one or both. The estimated number of hours combined for both posts is 400,000 hours of guard service. These requirements may change depending on funds availability in forthcoming periods. Solicitation is for base year with four one-year options. All requests for the solicitation must be in writing. Telephone requests will not be honored. All responsible offerors may submit a proposal which shall be considered. This solicitation is not yetready to be issued. It will be issued on the internet at http://www.statebuy.Inter.net/home.htm, the Department's electronic bulletin board (703)-875-4945), and by other methods only if necessary. The Government intends to issue solicitation amendments and questions and answers ONLY via the internet and electronic bulletin board.
