Development/Regional Center for Southern Africa (USAID/RCSA) in
Gaborone, Botswana plans to extend an existing contract with Chemonics
International, Inc. for two years, from 31 Aug 97 to 31 Aug 99, and
noncompetitively increase the level-of-effort (LOE). The authority for
this noncompetitive procurement action is AIDAR 706.302-70 (Impairment
of Foreign Assistance Objectives), as implemented in USAID Contract
Information Bulletin (CIB) 96-13. The rationale is that use of any
other source for the continued provision of the highly specialized
services would result in substantial additional costs and unacceptable
delays to USAID as the existing contract team is demobilized, a new
team is mobilized, and new relationships between the new team and host
government and community officials are developed and established. The
Botswana component of the NRMP provides technical support to the
Government of Botswana and directly to communities in institutional
capacity-building, policy support, human resource development, wildlife
management, curriculum development, NGO support, applied planning and
research to demonstrate the viability of community-based natural
resource management. The contract team consists of technical experts in
natural resource economics, extension, wildlife utilization,
anthropology, monitoring and evaluation, human resource development,
curriculum development and wildlife management training. The team has
intimate knowledge and acceptance after long-term contacts with the
specific communities collaborating in the Project. No RFP will be
issued, but all responsible sources may express their interest in, and
qualifications for, providing the services which shall be considered
by USAID. Such responses must be submitted to the address located above
not later than 45 days from the date of this notice. See Note 22.
