National Institute of Standards and Technology (NIST) has a
requirement for a replacement source cell for the existing Molecular
Beam Epitaxi system manufactured by EPI MBE Products Group. The
effusion cell must include the following technical features: 1)
capacity of 500 cc or greater, 2) valved arsenic cracking, 3)
demonstrated uniformity of plus or minus 1.0% over a 3-inch diameter
substrate in an EPI 930 MBE system 4) 4.5-inch outer diameter Conflat
mounting flange 5) In-vacuum cell length of 12.5 inches, 6) needle
valve in high temperature cracking zone to provide highly reproducible
manual flux control and rapid shut-off without obstruction, 7)
Molybdenum-free and quartz-free construction; electronic grade tantalum
and reagent grade PBN construction, 8) demonstrated GaAs Hall mobility
greater than 1 million at 4K, 9) optional automated valve positioner
with a servomotor driver with guaranteed compatibility with our
existing EPI 930 MBE system control hardware and software, 10) fully
bakeable, screw-on power connectors compatible with EPI 930
electronics, and 11) bakeable to 1600 degrees C. Delivery is required
by February 27, 1997. Interested sources proposing to supply an
equivalent item must submit a written qualification statement clearly
establishing capability to meet the above requirements within 15 days
from the date of this synopsis. In the absence of other qualified
sources, it is the intent of the Government to negotiate a sole source
contract under the authority of 41 U.S.C. 253(c)(1) to EPI MBE
Products Group, 1290 Hammond Road, St. Paul, MN 55110 as this source is
considered to be the only responsible source and no other item will
satisfy agency requirements. No formal RFQ is available. All interested
