synopsis/solicition for commercial items, prepared in acordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announment constitutes the
only solicition: proposals are being requested and a wrtten solicition
will not be issued. This solicition is issued as a request for
proposal (RFP). Submit quotes (no oral ones), on requisition
F41636-97-Q-0356. This procurement is unrestricted Full and Open. This
solicition document and incoporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-42. Standard
Industrial Code 8999. Furnish, one Rampart Explosive Detector, or like
item, with the capability of detecting the following substances with
the following sensitivities: Nitroglygerine 400 picograms; TNT 500
picograms; PETN 350 picograms; RDX 350 picograms. The system must be
able to provide quanititative responses for these substances which are
linear over 3-4 orders of magnitude, provide real-time video display
of sampling data, and digitally store the data on a mass storage device
for later retrieval and analysis. Must have a very rapid cycle time
(approximately 15 seconds), and a false alarm rate below one percent.
Sampling involved require the use of a two hand samplers (for multiple
sampling events during a single problem), and will perform detection
using high speed gas chromatography (HSGC), technology interfaced to a
chemoluminesence detector. The system must be relatively compact, with
a footprint not exceeding 30 x 40 inches. Cannot weigh more than 100
pounds, must operate on 110 vac with a power requirement of no more
than 15 amps, and utilize an internal gas supply. Delivery: 30 days
after award. FOB: Destination for delivery is 37 SUPS/LGSD, building
5160, Lackland AFB, TX. 78236-5000. The provisions at FAR 52.212-1,
Instructions to Offerers -- Commercial Terms, applies to this
acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items,
applies to this solicition. Specifically the following clauses, cited
are applicable to this solicition : FAR 52.222-26, Equal Opportunity;
FAR 52.222-35, Affirmative Action for special disable and Vietnam ERA
Veterans; FAR 52.222-36, Afirmative Action for Handicapped Workers. The
clause at DFARS 252.212-7001, Contract Terms and Conditions required to
implement Statues or Executive Orders applicable to Defense Acquisition
of Commercial Items, applies to this solicition. Specifically the
following clauses, cited are applicable to this solicition: DFARS
252.225-7001, Buy American Act and Balance of Payment Program. Offerers
must include with their offer a completed copy of the provosions at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, and DFARS 252-212-7000, Offerers and Representations and
Certifications -- Commercial Items, applies to this solicition. Award
will be based on lowest price, responsible offer. Quotes must be sent
in writing to the POC indicated above. Quotes are required to be
submiited not later than 4:00PM (CST), 11 FEB 97, and acceptance must
be good for 60 days. Award will be made on or about 25 FEB 97. All
responsible sources may submit an offer, which, if timely received will
