synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested under this
announcement, and a written solicitation will not be issued.
Solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-42 and Defense
Acquisition Circular 91-11. This action is considered a 100% Small
Business Set-Aside in accordance with FAR 19.502-2(a). The Standard
Industrial Code is 3691. The Small Business size standard is 500. This
procurement is for Brand Name or equal for: Item 0001-2 ea-Christie
Electric Corp P/N CASP/2000H Universal Programmable Battery Support
System or equal IAW the following salient characteristics: (01) The
system shall be capable of reconditioning, analyzing, charging, and
maintaining rechargeable batteries. (02) Have a full range of battery
support capabilities within the ranges of 0 to 78 VDC and 0 to 10 ADC
as a minimum. (03) Have the capability of substantially eliminating
battery memory by employing a current cycling process to rejuvenate
batteries to serviceable condition. (04) Be capable of the sequential
charging of six different types of batteries at the same time
automatically. (05) Have a minimum of four types of charging to include
current cycling, constant current, two-level constant current, and
constant potential. (06) Have a minimum of three selectable amounts of
charging to include optimized, fast charging, or slow "trickle". (07)
Be capable of discharging batteries for shipment or storage. (08)
Automatically recognize the battery it is processing by the type of
cable used for interconnection. (09) Be capable of battery analysis to
determine charge energy required as well as useful ampere-hours
remaining. (10) Be preprogrammed to handle popular makes and types of
batteries but shall have a keyboard for convenient reprogramming to
accommodate other types as they are developed. (11) Have an integral
LCD display unit which provides a readout for all measurement and
report functions to include battery description, battery ampere-hour
capacity, battery voltage, and charge and discharge currents. 12) Be
capable of providing up to 350 watts on six parallel outputs, as a
minimum. (13) All functions of the system shall be selectable from the
instrument's front panel. (14) Be supplied with two each of the
following unterminated battery interface cables: 122100-001,
122101-001, 122102-001, and 122103-001, or equal. (15) Be equipped with
an accessory discharge booster, Model CDC-65 (or equal), which can be
connected to an unused channel to speed the discharge phase of battery
processing. (16) Each discharge booster shall be supplied with one
each of the following booster cables: 122093-001, 2 amp; 122094-001, 4
amp; and 122095-001, 6 amp, or equal. (17) The following accessories
shall be included with the system: Model 122116-002 (or equal)
calibration cable, an operator manual, and an AC power line cord. Item
0002-3 ea, Christie Electric Corporation P/N CASP/2000H-Universal
Programmable Battery Support System or equal IAW the same Salient
characteristics as Item 0001 with the exception of block 14, exclude
unterminated battery interface cables 122100-001. If providing other
than Brand Name items the offeror must provide the Manufacturer's Name,
Brand, and Model or Part Number along with a technical description of
the items being offered in sufficient detail to evaluate compliance
with the requirements of this announcement. This may include product
literature, or other documents, if necessary. This is anticipated to be
a Firm Fixed Price contract. The shipping terms will be F.O.B.
Destination, Naval Surface Warfare Center, Crane IN with the
inspection/acceptance at Destination. Delivery will be required within
30 days from contract award. Partial shipments are acceptable. This
item is DX rated. Provisions 52.203-3 Gratuities, 52.213-1Instructions

Implementation Act-Balance of Payments Program). The contractor shall
extend to the Government the full coverage of any standard commercial
warranty normally offered in a similar commercial sale, provided such
warrantyis available at no additional cost to the Government. Offeror
responding to this announcement must provide the information contained
in 52.212-1, Instruction to Offerors-Commercial Items and must include
a completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The offeror should also provide its
Commercial and Government Entity (cage) code, Contractor Establishment
code (DUNS Number) and Tax Identification Number. If a change occurs
in this requirement, only those offerors that respond to this
announcement within the required time frame will be provided any
changes/amendments and considered for future discussions and/or award.
