Action (NOCA) that was published in the 27 Dec 96 edition of the
Commerce Business Daily (CBD). The corrected text is as follows:
Directorate of Contracting, B-1 Systems Program Office (SPO), Attn:
ASC/YDK. This CBD announcement constitutes a Notice of Contracting
Action. The B-1 SPO, Aeronautical Systems Center (ASC), is planning to
procure Low Rate Initial Production (LRIP) of seven (potentially
eight) modification kits designed to install the AN/ALE-50(V)-1 Towed
Decoy System (TDS) on the B-1B. The modification kits for the aircraft
will add all necessary Group A aircraft provisions and some Group B
components. Group A aircraft provisions include structural components,
electrical installation components, wiring and power distribution
components, environmental control provisions, and crew systems
components. Group B elements include a Control and Display Unit and a
System Interface Unit (SIU). The purpose of this synopsis is to notify
small businessesof potential subcontracting opportunities. The Air
Force is anticipating awarding the Kit Proof portion of the
modification in the second quarter of FY97 and the LRIP portion of the
modification in the third quarter of FY97 to Rockwell North American
Aircraft Division (NAAD). An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to the use of the
Ombudsman. Potential offerors are invited to contact ASC's Ombudsman,
