Telefax responses welcome at 301-981-1910 This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a 100% small business set-aside. Delivery shall be FOB Destination to Landover MD. Responses to this RFQ must be received by 22 Jan 97 at 2:00 pm Eastern Standard Time. Delivery and Finance addresses will be provided upon award. Offerors are required to document past performance suitably and provide opportunity for verification. Award will be made to the lowest responsible offeror. SPECIFICATIONS/STATEMENT OF WORK: The contractor shall provide all plant, labor, equipment, transportation, tools, materials, personnel and supervision to perform all operations necessary for housing maintenance and custodial services, Summerfield Military Housing, Landover, Maryland. The contractor shall establish and administer a Washington area telephone line to cover emergency, urgent, and routine service calls during regular duty hours and non-duty hours. SERVICE CALLS-The contractor shall receive and categorize service calls a s emergency, urgent, or routine form housing residents and designated government housing office representative during regular hours on Monday through Friday at the contractors on-site work reception desk by telephone and walk-in request. EMERGENCY SERVICE CALLS-Emergency Service Calls. All work, not otherwise scheduled, to correct failures or conditions which immediately threaten loss of life or injury or loss or damage to government property. Some examples include: overflowing drains and fixtures, roof leaks; broken water pipes; electrical power outages; electrical defects which may cause fire or shock; gas leaks; broken windows or doors; sewage lift station and other critical utility failures; accidents; storm damage; unique problems in apartments occupied by handicapped people; and loss of heat or air conditioning in apartments where residents have a documented medial requirement for maintaining stable temperature levels. Inoperative kitchen appliances such as refrigerator, stoves and ranges shall be classified as emergencies on New Year's Day, Thanksgiving Day, and Christmas Day; otherwise this type of work shall be classified as urgent. The contractor shall respond to emergency service calls within 30 minutes during regular duty hours (Mon through Fri, 0730-1600 hrs) and 90 min during non-duty/holidays. Contractor shall submit a daily report on regular work days listing all emergency calls not completed within the previous 24 hours or period covered since the last report if it includes weekends and holidays. URGENT SERVICE CALLS-Urgent Service Calls. All work, not otherwise scheduled, or an urgent nature such as repairing ranges; refrigerators; others appliances; water heaters; heating ventilating, and air conditioning equipment and systems; water and sewage piping systems; and other facility failures or conditions. Conditions justifying urgent calls do not immediately endanger occupants or property, but they would soon significantly inconvenience or adversely affect the health or well-being of occupants or facility. The contractor shall respond to urgent calls within 4 hours and complete calls within 24 hours. The contractor shall submit a daily report on the next day of urgent calls not completed within 24 hours. ROUTINE SERVICE CALLS-Routine Service Calls. All work, not otherwise scheduled, that does not qualify as an emergency or urgent call under the above definitions. Examples of routine call work includes, but is not limited to, floors; counters and cabinets; minor problems with doors and windows; repair of bathroom tile; and virtually any other facility problem or need for work. The contractor shall respond to routine service calls within 5 working days. The contractor shall schedule routine calls with occupant for a mutualagreeable date and time. The contractor shall submit a weekly report by noon on Friday identifying routine calls not completed within 5 days. CHANGE OF OCCUPANCY MAINTENANCE (COM) 2, 3, and 4 Bedroom Units. The contractor shall perform COM in vacant units. The government will determine the work required for each unit during the change of occupancy inspections. Change of occupancy work includes, but is not limited to, all required interior and exterior cleaning, maintenance, repair and replacement work. CUSTODIAL SERVICES-The contractor shall provide services at the bus shelters, community and maintenance management buildings. Custodial services apply to all designated spaces including, but no limited to halls, rest rooms, kitchens, offices, work areas, entrance ways, lobbies, meeting rooms and storage areas. These services shall include: Sweeping and Dust Mopping: The contractor shall sweep concrete floors and dust mop vinyl tile and linoleum floors. Damp Mopping: Prior to damp mopping, the contractor shall dust mop the floors. The contractor shall damp mop floors to remove dirt, streaks, grease, oil, smears, and stains. The contractor shall use large "Wet Floor" signs during his work. Vacuuming: The contractor shall vacuum carpet and rugs so that they are free from all loose soil, dust and debris. Clean Urns and Ash Receptacles: The contractor shall empty contents from all urns and ash receptacles into fireproof containers. Work includes washing and polishing the urns and receptacles so they are shining and clean, sifting the sand to be free from tobacco residue, reusing sifted sand, and adding sand as necessary to replace lost sand and maintain a satisfactory depth. Waste Collection and Disposal: The contractor shall dispose of waste in all types of waste receptacles in the provided dumpsters. The contractor shall remove and dispose of any boxes or other debris marked "trash" pick-up and remove any waste that falls on the floor or round during the removal process, remove and replace soled linerswith clean liners. The contractor shall remove all waste from the building immediately after collection. The contractor shall wash all waste containers inside and out so that containers are lean, disinfected and free form odors. Restroom Cleaning: Cleaning shall include the following; wash and polish fixtures to include but not limited to lavatories, urinals, water closets, trash receptacles, and feminine napkin receptacles so they are clean and free from odors. The contractor shall clean all mirrors, shelving, dispenser chrome parts and piping, and other hardware. PERFORMANCE PERIOD: 31 Jan 97-31 May 97 A site visit shall be held at Summerfield Military Family Housing, Landover, MD 20785 on 13 Jan 97 at 0900. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors- Commercial Items; FAR 52.212-3, Offeror Representatives and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions- Commercial Items.
