58 -- TACTICAL NETWORK ANALYSIS AND PLANNING SYSTEM (TNAPS) POC Dale M. Pease, Contracting Officer, 617-377-6395; Lt. The Electronic Systems Center (ESC) of the Air Force Materiel Command (AFMC) intends to award a Fixed Price Labor Hour contract to maintain the Tactical Network Analysis and Planning System (TNAPS+). The basic effort will consist of : (a) Establish and provide a telephonic help desk and an electronic bulletin board to the TNAPS+ user community, (b) Assist users in the operation of TNAPS+ software, (c) Maintain the fielded TNAPS+ software and provide all facilities, manpower, services, tools, support equipment, software, fixtures, technical data, and materials required to perform depot level support of the software, (d) Modify the software and documentation, as directed by the Government, to correct deficiencies in the TNAPS+ Computer Software Configuration Item, (e) Provide on-site engineering support on TNAPS+ to resolve and correct technical problems which may develop, (f) Make on-site corrections to software to correct critical deficiencies which impact the usability/stability of the software, and (g) Prepare and distribute Distribution packages. It is planned to award four (4) single-year options, FY97, FY98, FY99, and FY00. The FY 97 option may be as short as four (4) months, with remaining options being twelve months each. It is the intention of the Government to award a sole-source contract to Logicon Eagle Technology, 2100 Washington Blvd., Arlington, VA 22204-5710. The authority for negotiations is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source. The Government intends to award a contract by July 1997. However, if a firm believes it is capable of performing the Government's requirements, they may identify their interest and capability to meet the following screening criteria within 15 calendar days of this publication to ESC/TGK Attn: Lt Skip Malcom, 11 Eglin Street, Hanscom AFB, MA 01731-2120. Firms must meet the following criteria: (a) Possess a SECRET or higher security clearance and a COMSEC account, (b) Possess appropriate management, software engineering, and technical experience in all areas listed in the announcement to conduct the program without significant technical, schedule, performance or cost risk. Prospective sources must possess demonstrated detailed knowledge and experience in the following areas: (1) Successful implementation of a DOD/USAF software development project including the integration of hardware (both DOD/USAF unique and commercial-off-the-shelf) and software (both DOD/USAF unique and commercial-off-the-shelf) into an overall system, (2) Software development, documentation, and procedures reflected in DOD-STD-2167A, (3) Quality Procedures reflected in DOD-STD-2168A, (4) Software development for personal computer applications, (5) Windows, C++, Codebase, and Foxpro software design, documentation and maintenance, (6) Planning and management of tactical communication networks including transmission network, circuit switched network, message switched network, and router network, (7) DOD tactical communications systems (TRI-TAC and commercial hybrid networks, and data networks) including interfaces with the long haul community and strategic networks. (8) Understanding of the TNAPS+ Database Model, whereby rapid user modifications can be accomplished. (9) Provide on-line realtime to user Help Desk inquiries.
