solicitation will not be issued from this synopsis. This synopsis
provides notification that the U.S. Environmental Protection Agency
(EPA) intends to increase, on a sole source basis, the total contract
ceiling under EPA Contract 68-W1-0055 with Science Applications
International Corporation (SAIC), 200 North Glebe Road, Suite 300,
Arlington, VA 22203. The contract ceiling will be increased from
$140,048,700 by $75,000,000 to $215,048,700. The period of performance
of EPA Contract 68-W1-0055 remains unchanged. SAIC is the only
qualified responsible source which can meet the Government's
requirement to provide continued support under EPA's Mission Oriented
Systems Engineering Support Contract, without significant cost and
schedule impacts, until a replacement contract is competitively awarded
to provide ongoing services. The contractor will continue to provide a
variety of Agency-wide Information Resources Management (IRM)systems
engineering life cycle support by maintaining and managing the Systems
Development Center located in Arlington, VA. The contractor will
continue to provide the Agency with consistent systems engineering
discipline to system development and enhancement projects to facilitate
sharing of data, design, code, and products. Representative support
activities include: (1) support for the Gateway/Envirofacts initiative
to provide EPA with the ability to give environmental managers and the
public access to a wide range of information necessary to support
effective decision making; (2) support for the Information and Data
Management Service Center project to provide systems development
efforts by providing specialized programmatic and technical expertise
in data standardization, data administration, data registry
development, information architecture development, and data modeling
for the Agency; (3) support for the operation and maintenance tasks of
the EPA's integrated payroll and personnel system, Payroll System and
the Time and Attendance, Personnel/Payroll Data Entry System; (4)
support for the Year 2000 Project to assist the Agency in assessing the
impact on information systems and plan the necessary steps to bring the
affected systems into compliance; (5) support for the Office of Water's
Safe Drinking Water Information System, which is a central database to
collect, store and retrieve data associated with implementation of the
Public Water System Supply Supervision program of the Safe Drinking
Water Act; (6) support for the Office of Water's Storage and Retrieval
System database, which provides storage and management of ambient
water quality and biological data; and (7) support for the Office of
Solid Waste and Emergency Response to enhance the Resource Conservation
and Recovery Information System and the Biennial Reporting System.
