Information Service (NTIS) intends to negotiate a contract with the
American National Standards Institute (ANSI) to purchase various ANSI
publications, on an "as required" basis. Under an agreement with the
National Institute of Standards and Technology (NIST), NTIS is the
designated agent for the Federal Information Processing Standards
(FIPS) Program. The sales are intended to meet the requirements of the
Information Technology Management Reform Act (ITMRA) of 1996. FIPS
publications are the vehicle for meeting the requirements of ITMRA.
ANSI is currently the sole distributor of copyrighted ANSI Standards
and Specifications. Contract period of performance will be sixty (60)
months, including a base period of twelve months, with four 1-year
options. It is expected that the type of contract will be indefinite
delivery/indefinite quantity (ID/IQ) firm-fixed price. This notice is
not a request for proposals. NIST intends to solicit only one source
under the authority of FAR 6.302-1. All responsible sources may submit
an offer, which will be considered by the agency. Responses received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Responses shall contain
sufficient documentation to establish a bonafide capability to fulfill
the Agency's requirements. A determination not to compete this
proposed contract based upon responses to this notice is solely within
