R -- SPECIALIZED FIRE PROTECTION ENGINEERING SERVICES SOL PROJECT 654-18-97 DUE 020497 POC Kathy Norton, (702) 328-1206, Contracting Officer. Indefinite Quantity Contract for Specialized Fire Protection Engineering Services for the Department of Veterans Affairs (VA). The Fire Protection Engineering Firm (FPE) will conduct fire protection reviews of project documents for VA medical facilities under task orders issued by individual VA Veterans Integrated Service Networks (VISNs). Project documents for review may include plans, specifications, narrative documentation, calculations and or other project data. Project documents, at various phases of design, shall be reviewed for compliance with the following requirements as appropriate: (1) VA Engineering Guide for Fire Protection design, (2) Life Safety Requirements addressed in the Life Safety Code, NFPA 101, (3) Fire protection system design requirements addressed in the applicable NFPA standards, (4) Fire protection features not addressed by the National Fire Protection Codes shall comply with requirements of the Uniform Building Code, (5) ANSI Safety Code for elevators and escalators, (6) Uniform federal accessibility standards. As needed the VA may utilize the services of the FPE firm for other related engineering support services. A one-year contract will be awarded with two one-year renewal options to be exercised at the option of the VA. THE SUCCESSFUL CONTRACTOR MUST EXCUSE HIM/HER SELF FROM BIDDING ALL OTHER DESIGN WORK FOR VA FACILITIES FOR WHICH PLAN REVIEW SERVICES WERE PROVIDED UNDER THIS CONTRACT. Qualifications and experience requirements for FPE firm: Minimum 6 years of experience of which at least 3 consecutive years are directly involved in the life protection engineering field, of professional registration as a fire protection engineer with 4 years experience, and minimum 2 years experience in application and interpretation of the National Fire Codes, Uniform Building Code, and JACAHO EC standards. Specific experience is required in the Life Safety Code, automatic sprinkler systems and fire alarm and detection systems. The same or equally qualified professional(s) must remain on the project staff for the entire design of each VA project. The following evaluation criteria will be used in the selection of the FPE firm: (1) Years and types of experience with health care facilities, fire response planning, fire protection design and review, fire protection equipment inspection and acceptance testing. (2) Responsiveness and timeliness of services. (3) Professional Registration: Professional Engineer, preferably in Fire Protection Engineering. (4) Education: College degree in Engineering, preferable in Fire Protection Engineering. (5) Ability to start as soon as possible. (6) Professional affiliations: Membership to SFPE, NFPA, ASSE and/or ASHE. Qualified firms are invited to submit completed Standard Forms 254 and 255 by 4:30 pm PST, February 10, 1997.
