(RESUBMIT FOR FORMAT CHECK) The Radiofrequency Radiation Division,
Armstrong Laboratory, Brooks AFB, TX is requesting proposals (RFPs) for
the ELECTROMAGNETIC RADIATION RESEARCH (ERR) procurement,
F41624-96-R-9009. (Reference sources sought synopsis PKR-96-01
published in the Commerce Business Daily 15 November 1995. A copy of
this synopsis is available on the ERR website via SARAH.) The RFP was
released across the Internet on 27 December 1996 and is immediately
available for downloading. No hard copies will be mailed. You should
follow the instructions outlined on the "What's New for this Business
Opportunity" and the overview page. Continue to periodically review the
Internet website for updates or amendments to the RFP. Qualified
offerors are being solicited for professional electromagnetic radiation
services in support of the Radiofrequency Radiation Division, Armstrong
Laboratory, Brooks AFB TX. The ERR division conducts a broad spectrum
of scientific research in biological effects of electromagnetic
radiation. Human health and safety considerations for exposure to
electromagnetic radiation require a solid base of scientific data. New
and developing Air Force systems emit pulses of electromagnetic energy
with unusual modulations, pulse shapes, rise times, and pulse
durations. Little is known about how the energy contained in some of
these pulses couple to biologic processes. Fielding of Air Force
systems depends upon scientific databases to allow environmental and
occupational judgments on human safety. Studies at the whole animal,
organ, cellular and subcellular level need to be pursued in order to
determine sites and modes of energy coupling. Research is needed in
order to fully exploit potential biomedical applications. This research
will be accomplished in governmentfacilities at Brooks AFB, TX.
Offerors must demonstrate capability and/or experience in research in
the biological effects of radiofrequency radiation, including
physiological and behavioral effects, dosimetry and measurements of
electromagnetic energy, long term studies. A thorough knowledge of the
existing scientific literature in this area is necessary. A five year
cost plus fixed fee term contract will be awarded. Initial award will
be $14.2M with two options each not to exceed $5M. Some contractor
personnel working on this effort will be required to have security
clearances to the TOP SECRET level. Questions should be submitted to

will be kept confidential. You are cautioned to review the website for
final updates or amendments as changes may be made until shortly
before the date for receipt of proposals. Any extension to the date for

for this Business Opportunity". If no notice appears, the original date
remains in effect. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
