Information Service, the Defense Supply Service -- Washington intends
to issue a Request for Proposal for two (2) DoD courses: Motion Media
and Photojournalism. The required services will include all the
necessary education support, including personnel and facilities, labor,
equipment, supplies, and utilities, to teach advances courses courses
in motion Media and Photojournalism during the period, 1 August 1997 to
1 August 2002 (Base and four Options). The contractor will conduct one
(1) course annually in Motion Media and one (1) course annually in
Photojournalism. Each course will be 26 to 30 weeks in length. Up to
fifteen (15) non-commissioned officers in the journalist and
photography career fields will attend each of these courses annually.
Offerors must be accredited by the Accrediting Council on Education in
Journalism and Mass Communication (ACEJMC). Offerors are required to
submit written verification of such accreditation with their offer.
College level credit shall be granted to each student upon successful
completion of each course. Written requests (by fax of mail) for a copy
of the solicitation, which will be issued approximately 13 January
1997, should be sent to the above point of contact. This solicitation
will be issued on a full and open competitive basis and will result in
a single contract award. Freedom of Information Act (FOIA) requests
for information about two (2) similar, ongoing contracts must be
submitted in writing, to the respective Contracting Office; Fleet
Industrial Supply Center (FISC) Washington Detachment, administers
Contract No. N00600-92-C-1037 with Rochester Institute of Technology to
teach a Photojournalism Program; and Contract No. N00600-92-C-3160 with
Syracuse University to teach a Motion Media Program. FOIA requests to
