66 -- DESIGN, FABRICATION, INSTALLATION, AND TESTING OF A RADIO FREQUENCY SHIELDED, SEMI-ANECHOIC TEST FACILITY WHICH MEETS THE REQUIREMENTS OF A FCC LISTABLE 3-METER CERTIFICATION FACILITY SOL 1-123-GGK1.1489 DUE 021797 POC Lisa M. This facility shall be used to conduct electromagnetic compatibility testing, including both radiated omissions and radiated immunity testing in accordance with MILSTD 461D/462D. Quantity 1 each. Delivery: 180 Days after date of contract award. FOB Destination Delivery. The RFO date of 2-17-97 is approximate. Solicitation available 1-15-97. All responsible small business sources may submit a bid which will be considered. The proposed contract listed herein is a 100 percent small business set aside. The small business size standard for this procurement is 500. This procurement will be awarded in accordance with Midrange and commercial item procedures see FAR Part 12. The solicitation will be released on the NAIS (NASA Acquisition Internet Service) and the potential offerors are responsible for downloading their own copy of the solicitation. Hard copies of the solicitation may be made available upon request, by calling 757-864-2547, however, it is not expected that the due date for receipt of offers willbe changed as a result of issuance of hard copies. Offerors are responsible for monitoring the NAIS for solicitation release. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Before consulting with any ombudsman, interested parties must try to resolve their concerns with the contract specialist or the contracting officer. The LaRC Ombudsman is Belinda Adams.
