The proposed program is intended to serve as a risk reduction effort to the Commanche Program and to evaluate the feasibility of a prototype aviation B-Kit derived from Commanche FLIR components. The Government does not own specifications and drawings to permit full and open competition. Justification for other than full and open competition is FAR 6.302-1.
