Department of the Navy, Naval, Command, Control, and Ocean Surveillance
Center, Research, Development, Test and Evaluation Division (NCCOSC
RDTE Div), San Diego, CA has a requirement for engineering and
technical support services for research, development, planning, test
and analysis for existing and proposed high power communication
systems, related interfacing and interconnecting equipment in the very
low frequency (VLF) through low frequency (LF) bands at shore sites
world wide. Examples of technical requirements are: 1) surveys to
determine the status and characteristics of transmitter, power
amplifier, antenna and support systems, subsystems, components and
instruments; 2) theoretical analyses and experimental measurements to
determine the characteristics of components, instruments, systems and
the environment, including propagation and noise in the channel; 3)
diagnosis of failures and recommendations for correction; 4) design,
fabrication, installation and operation of instruments necessary for
system interfacing, modification, control and performance monitoring;
5) preparation of test plans and procedures for the conduct of tests of
equipment; and 6) preparation of technical reports, computer codes and
periodic progress reports. It is anticipated that the resulting
contract will be a cost plus fixed fee indefinite delivery, indefinite
quantity contract consisting of a one year base period and four
one-year option periods with an estimated 50,055 total labor hours. The
proposed solicitation Listed herein is a 100-percent: Small Business.
