59 -- GENERIC NAVY SIMULATOR/STIMULATOR (GNSS) FOR THE BATTLE FORCE TACTICAL TRAINING (BFTT) SYSTEM SOL N00024-97-R-5220 POC Art Peterson, Contract Specialist (703) 602-7817 ext. 524; and Richard N. Goff, Contracting Officer (703) 602-7904 ext. 523 The Naval Sea Systems Command (NAVSEA) seeks qualified suppliers for the Generic Navy Simulator/Stimulator (GNSS) Program. The GNSS will provide: computer based stimulation of shipboard radar systems by RF or IF signal injection; and radar video simulation of the ship's radar display distribution system. Each radar's GNSS will be driven by the onboard Battle Force Tactical Training (BFTT) System, which will provide scripted entry data so radar returns will support training exercises in a realistic manner. To minimize development costs and schedule length and to optimize the use of commercial technology, the GNSS will be built on Open System Architecture (OSA) standards, incorporating a functionally modular design using Commercial Off-the-Shelf (COTS) products and Non-Developmental Items (NDI) where possible and industry-defined software, engineering, and communications interface standards. The planned, five-year, indefinite quantity contract will include systems engineering, design, development, integration, checkout, and systems testing of a Pre-Production Model (PPM) for each radar type, a firm-fixed-price production option, and product improvement and engineering support on a time-and-materials basis. Latest revisions of the draft Performance Specification, a draft Statement of Objectives (SOO) that replaces the draft Statement of Work (SOW), and a list of identified respondents to the last RFI may be downloaded from the NAVSEA 02 Web Site at http://sea02www.navsea.navy.mil. Suppliers who did not respond to GNSS RFIs in the CBDs of March 5 and June 6, 1996 are not precluded from participating in this acquisition, nor does having responded entitle anyone to receive further documents or the RFP. Rather, offerors may obtain documents (Microsoft Word files), including the RFP when available, by downloading them from the NAVSEA 02 Web Site, where README_n.DOC is revision number ''n'' to this general GNSS information, SOO_n.DOC revision ''n'' to the draft SOO, GNSS_n.DOC revision ''n'' to the draft performance specification, and LIST_n.DOC revision ''n'' to the list of identified suppliers. The RFP (the previous number for which was N00024-96-R-5226) will be posted on the Web Site under ''Solicitations'' and announced in the CBD. The proposal period will be thirty (30) days.
