Services for Black Brant Sounding Rockets. This is a notice of intent
to issue Request For Proposal (RFP)5-09980/608 on a noncompetitive
basis in accordance with 10 U.S.C. 2304(c)(1)--''Only One Responsible
Source'', to the Canadian Commercial Corporation, Ottawa, Canada KIA
OS5 for 100% subcontracting to Bristol Aerospace Limited, Winnipeg,
Canada. This contract will extend contract NAS5-31120 which provides
for engineering and field support services. This planned procurement
includes 9,550 (plus or minus 10%) productive man hours for the basic
period, and four additional quarterly (three months each) option
periods, each of which will include 2,595 (plus or minus 10%)
productive man hours. The performance of these services involves the
modification and rehabilitation of rocket motors, rocket vehicles,
recovery systems, payload hardware, and associated ground support
equipment for the Black Brant family of sounding rockets. Only Bristol
Aerospace Limited has the combined knowledge and experience peculiar
to this area, because they are the sole manufacturers of the Black
Brant Systems and subsequently have the drawings, personnel,
procedures, and established manufacturing capabilities to quickly
respond to a variety of needs associated with the required support.
Since these services apply to all of the Black Brant vehicles and their
associated hardware which were developed by Bristol and are proprietary
to that company, the engineering drawings, specifications, procedures,
and processes which bear heavily on the successful application of the
required services are not available. Any firms desiring consideration
are requested to fully identify their capabilities to provide these
services within 15 days of publication of this synopsis to the
GSFC/Wallops Flight Facility and individual listed above. See Note(s):
