J -- REPAIR, REFURBISHMENT, AND RELATED FIELD SERVICES FOR SOUNDING ROCKET ATTITUDE CONTROL SYSTEMS SOL RFP5-09981/605 DUE 041197 POC Caroline R. This is a notice of intent to issue RFP5-09981/605 on a noncompetitive basis in accordance with 10 U.S.C. 2304 (c)(1) - ''Only One Responsible Source'', to the Space Vector Corporation (SVC), 9223 Deering Avenue, Chatsworth, CA 91311. This effort will require an extension of existing contract NAS5-31121 with SVC for an eight (8) month basic period, and four (4) additional three (3) month option periods. The services for this extension will involve approximately 8,040 direct labor hours for the basic period, and 3,000 hours for each of the option periods for the repair, refurbishment, and field services related to attitude control systems (ACS), Midas platforms, solar detectors, and megnetometers. This equipment was originally designed and developed by SVC. The equipment and the specialized test and calibration equipment required to perform these services is proprietary to SVC. The Government has determined that it would not be practical to develop or establish another source for these unique and highly specialized services at this time due to lengthy and unacceptable delays to the sounding rocket program for the development, redesign, and compatibility integration of new critical sounding rocket systems. The RFP for this extension should be issued on or before 3/14/97. Any firms desiring consideration must fully identify their interest and capability to perform these services within 15 days of publication of this synopsis to the GSFC, Wallops Flight Facility Contracting Officer listed above.
