66 -- SPACE ENVIRONMENT MONITOR POC Daniel R. Gomez 303/497-5133 In the absence of qualified sources it is the intent of the National Oceanic and Atmospheric Administration (NOAA) to procure a Space Environment Monitor (SEM-2) for the NOAA Polar Orbiting Program, from Panametrics, Inc. of Waltham, Massachusetts, under ''other than full and open competition'' procedures, pursuant to 41 U.S.C. 253 (c) (1) - only one responsible source. SEM-2 measures charged particles in the Earth's radiation belts. SEM-2 consists of two separate sensor units and a data processing unit. One sensor, the Total Energy Detector, uses 8 electrostatic analyzers to count particles in sequentially selected energy bands ranging from 50 eV to 20 keV. The other sensor, the Medium Energy Proton and Electron Detector, uses solid state detectors to count particles in energy ranges from 30 keV to several tens of MeV. Data is stored on the spacecraft for later transmission to the ground. The instrument must be interchangeable in all ways (e.g. size, mass, power, performance, shape, data content and format, EMI character, connection pin assignments and heat transfer) with the NOAA-K,-L,-M,-N, and -N' series of instruments and two instruments for the European Organization for the Exploitation of Meteorological Satellites currently being built by Panametrics. The SEM-2s must be identical so that they can be changed from one spacecraft to another on short notice. This procurement is expected to be the last of this design. A new competitive procurement is planned for the next series of NOAA satellites. Delivery of the additional SEM-2 needs to be completed within three years so that the instruments can be ready for integration with European Satellite METOP-2 and to ensure continuity of operational data. No other source is known to have the capacity to meet the Government's requirements for this effort in sufficient time to meet the required launch date. Interested concerns must submit a written qualification statement that clearly establishes the firm's capability to meet the above requirements. This qualification statement shall be submitted to the individual and office cited above within 45 days from the publication date of this synopsis. This is not a formal solicitation.
