THAILAND: TEATS The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif. 96.392. 1. Member to Agreement notifying: THAILAND. Title, number of pages and language(s) of the notified document: TIS 1025-2534(1991) Standard for Babies' Dummies. 6. Description of content: The Thai Industrial Standards Institute is proposing to enforce TIS 1250-2534 (1991) as a compulsory standard and to revise text where appropriate. The Standard classifies babies' dummies by material into two classes, i.e. those made of rubber and synthetic rubber, and into two types, i.e. ring and knob types. It also specifies sizes for flange, knob and prescribes requirements for general characteristics, compression resistance, bite resistance, tensile strength, puncture resistance, tear resistance, drop resistance, rattle impact resistance, safety requirements for rubber and for element migration. It includes packaging, marking and labelling, sampling and criteria for conformity, and testing. The substantial revision is as follows: 1. Amending the standard number to be ``TIS 1025-2539 (1996)''; 2. amending Clause 5.9.1 relating to safety requirements for rubber to include the maximum permissible levels of lead to 10 mg/kg; of cadmium to 10 mg/kg; and of nitrosamine to 0.01 mg/kg. Testing of cadmium and nitrosamine shall follow TIS 969-2534 (1991) Standard for Babies' Bottles whereas testing of lead shall follow TIS 656-2529 (1986) Standard method of analysis for plastics products used food contact; 3. amending Clause 5.9.2 relating to testing for element migration to follow EN 71 part 3; 4. deleting Table 1 relating to limits of element migration and substituting with the new Table to read as follows: Antimony 60 mg/kg; Arsenic 25 mg/kg; Barium 500 mg/kg; Cadmium 75 mg/kg; Chromium 60 mg/kg; Lead 90 mg/kg; Mercury 60 mg/kg; Selenium 500 mg/kg; Zinc 500 mg/kg (for dummies made of rubber only); 5. amending subclause 6.2 of Clause 7.2 relating to instruction to read as follows: Before use, sterilize by means of boiling water for at least five minutes, or sterilize in baby bottle sterilizing solution according to the sterilizing solution manufacturer's instructions; 6. amending subclause 6.5 of Clause 7.2 to read as follows: Use when necessary. Inspect before and after each use. Throw away when worn or damaged. 7. Objective and rationale: Safety. 8. Relevant documents: - BS 5239: 1988 Babies' Dummies; - EN 71 part 3 Safety of Toys - Part 3: Migration of certain elements; - AS 2432-1991 Babies' dummies; - will appear in the Government Gazette when adopted. 9.
