Naval Warfare Systems Command (SPAWAR) is planning to acquire a new
generation of hardware as follow-on to the Fixed Distributed System
(FDS). The source will utilize a performance based specification, have
maximum use of commercial standards and warranties, be responsible for
limited data requirements and must maximize use of COTS/NDI, or
modified COTS/NDI. Presolicitation information is made available now
for industry comments. Relevant comments will be used to update this
draft documentation and may be shared among all interested parties.
SPAWAR intends to use its electronic bulletin board system (BBS) for
drafting pre-solicitation information, receiving comments on
unclassified presolicitation information from industry and for the
issuance of any resultant request for proposals (RFP). Draft
presolicitation information (statement of work, contract data
deliverable requirements, CDS integration facility description and the
Integrated Undersea Surveillance System (IUSS) Continuous Acquisition
and Life-Cycle Support (CALS) System manual) will be available on the
BBS O/A 15 November 1996. Additional information will be made
available via the classified CDS UWS Reading Room. Instructions for
access to and use of the reading room will be available on the BBS O/A
15 November 1996. Interested parties must indicate whether they are
Large Business, Small Business, Small Disadvantaged Business, or an
8(a) firm. Potential offerors must possess a SECRET clearance for
Pre-Award access and a SECRET facility clearance at time of award. U.
S. Companies Only (NOFORN). --Quantity: 1 Lot. The Standard Industrial
Classification (SIC) code is 3663. This is not a request for proposals
nor does the Government intend to pay for any information or services
provided. The SPAWAR electronic bulletin board may be accessed from
personal computers (PC) or Macintosh (MAC) computers by calling (703)
602-9494, or via the internet at URL: http//spawarbbs.spawar.navy.mil.
The BBS operates at 14,400 BAUD with a setting of 8:N:1. The files
will be in either MS Word 6.0 or MS Excel 5.0 format. The internet site
contains the same files as the electronic BBS. All files will be
compressed by a shareware program, PKZ204G.EXE. To download files, the
prospective offeror will need at a minimum, PC or MAC with modem
support software that supports VT100 or ANSI standard, a modem that
operates between 300 bps - 14.4K bps and a minimum of 3.0 megabytes
(Mb) free disk space. Prospective offerors are required to supply the
name and address of their company, a point of contact's name, e-mail
address, fax and phone number on the on-line questionnaire in order to
be placed on the RFP's Bidders List. All offerors are encouraged to
provide answers to a questionnaire on electronic contracting.
Prospective offerors who download the presolicitation information
should upload their comments to the Draft RFP Area on the SPAWAR BBS.
This file must contain ''cds'' plus three other characters of your
choice (i.e. ''cdsxxx.doc'') as the uploaded file name. The bulletin
board will be available for 24 hours a day, seven days a week. However,
as the demand may be heavy, it may be necessary to call repeatedly or
on off hours. If any assistance is needed regarding the use of the BBS,

files or any RFPs will not be honored. Offerors who would like a copy
of the files and do not have access to a modem may bring in a formatted
high density, 3.5 inch disk to the Contractor Liaison Branch, Space and

22245-5200, room 201 between the hours of 7:30am and 4:00pm Mon-Fri.
