VA 22245- A -- PROTOTYPE ADVANCED SOURCE TECHNOLOGY ARRAY (PASTA) POC Jennifer
Schrock, 02-22, 703-602-0727. Synopsis No. 10. The Space and Naval
Warfare Systems Command (SPAWAR) requests feedback from industry on a
draft Statement of Work (SOW) for Prototype Advanced Source Technology
Arrays (PASTA), which will be uploaded onto the SPAWAR bulletin board
on or before 22 November 1996. The Government is particularly
interested in receiving industry recommendations for commercial
specifications and standards which might be used vice military
specifications and standards currently used. In addition, the
Government seeks comments on the requirements in and layout of the
draft SOW and verification that industry understands the scope of the
effort. The anticipated requirement is research and development for the
design, development, fabrication, and testing of a multiple element
underwater active acoustic projector arrays using advanced source
technology transducer elements. A single proof of concept mini-array is
expected to be purchased with options to allow for the development of
prototype multiple element arrays designed to support the Navy's
strategic and tactical maritime missions. Potential sources should
provide evidence of the following: 1. Past performance in the
development and fabrication of active sonar arrays. 2. Acoustic array
modeling expertise and performance prediction capabilities. 3. An
understanding of the NavyOs strategic and tactical undersea
surveillance requirements to include an understanding of the
implications and limitations imposed by the various surveillance
platforms. 4. Ability to accurately track program development and cost
using an earned value method. 5. Experience in the development and
integration of arrays, array electronics, array handling and packaging
systems. The Standard Industrial Classification (SIC) is 8711.
Potential offerors must possess a SECRET facility clearance 30, 60, 90+
days after award. Since Small Business (SB) Small Disadvantaged
Business (SDB), and 8(a) firms are a major concern of SPAWAR, all
respondents should indicate their status as a SB, SBD, or 8(a). DRAFT
SOW should be posted on the SPAWAR electronic bulletin board system
(BBS) commencing on/about 13 November 1996. The SPAWAR BBS may be
accessed from personal computers (PC) or Macintosh (MAC) computers by
calling (703) 602- 9494 or via the internet at URL:
http//spawarbbs.spawar.navy.mil. The internet site contains the same
files as the electronic BBS. The Bulletin Board operates at 14,400 baud
with a setting of 8:N:1 This file will be in a MS Word 6.0 format with
the file name pasta.zip. The file will be compressed by a shareware
program, PKZ204G.EXE. The file will be on the Draft File Library. To
download this file, the prospective offeror will need, at a minimum, a
PC or MAC with modem support software that supports VT100 or ANSI
standard, a modem that operates between 300 bps - 14.4K bps and a
minimum of 1.5 Mb free disk space. The bulletin board will be available
24 hours a day, seven days a week. However, as demand of the bulletin
board may be heavy at times, it may be necessary to call repeatedly or
during non-business hours. If assistance is needed regarding the

who would like a copy of the DRAFT SOW and do not have access to a
modem may bring a formatted high density, 3.5 inch disk to the

2451 Crystal Drive, Arlington, VA 22245-5200, room 201 between the
hours of 7:30am and 4:00pm Mon-Fri. Proprietary data submitted in
response to this synopsis will be protected when designated. A
procurement, if any, resulting from this synopsis will be separately
synopsized by RFP in the CBD. Responses must be in writing and
