U.S. Army Research Laboratory requires a HVOF Thermal Spray System,
which must be capable of applying a wide variety of thermal spray
powders including Tungsten Carbide-Cobalt, Chromium Carbide/Nickel,
Chromium/Molybdenum Carbide, Aluminum and aluminum alloys and ceramic
coatings. The system must include a computerized control unit that
provides automatic control, monitoring and process control. ARL intends
to solict a proposal from only one source, Sulzer Metco, Inc.,
Westbury, NY for this requirement, pursuant to 10 U.S.C. 2304(c)(1),
only one responsible source. Only Sulzer Metco manufactures a system
capable of spraying internal diameters as small as 4 inches, which is
required for work involving the howitzer artillery. All responsible
sources may submit a bid or proposal which will be considered by the
