Quantity Contract for an environmental consultant-on Postal Service
owned and leased facilities located in Southeast Texas and Houston
area. It is anticipated that the services required may include the
following: 1. Underground storage tank investigation, developing
procedures and scope of work for removal, remediation services, and
permitting. 2. Hazardous and solid waste management (includes
permitting, waste stream assessments, operation/maintenance plan, and
recycling plans). 3. Identification of hazardous/toxic materials in
existing buildings (asbestos, lead paint, radon, PCBs, etc.), remedial
actions, permitting, and preparation of operation/maintenance plans.
4. Environmental and health risk assessment. 5. Preparation of
environmental assessments and environmental impact statements to comply
with the National Environmental Policy Act (NEPA), including necessary
mitigation measures. 6. Preparation of environmental site assessments
(Phase I, II, and III Audits) associated with the acquisition,
leasing, and disposal of real property per ASTM standards. 7.
Multi-media compliance audits at existing Postal Service facilities. 8.
Floodplain and wetland studies, including 404 permitting. 9. Historic,
architectural, and archaeological investigations. 10. Traffic and
utility impact assessments. 11. Socio-economic impact studies. 12.
Geologic and seismic hazard evaluations. 13. Water and groundwater
resources planning, mitigation, and permitting. 14. Zoning and land use
compatibility studies, including coastal zone evaluation. 15. Air
quality consulting, including new source review, permitting,
transportation/trip reduction plans, indoor air quality and ``sick
building'' investigations. 16. Public participation, community right to
know (SARA Title III), and regulatory compliance assistance. 17.
Assessment and implementation of remedial actions for the cleanup of
contaminated real property. 18. Design and production of environmental
training programs and materials, includes instruction. 19. Assist with
program/project management, includes staff support at Postal Service
project offices, project monitoring, design review, etc. 20. Other
services required to meet the Postal Service's environmental compliance
mission. The contract for environmental services will be for five
years, with individual work orders being issued. Each work order will
be negotiated as an individual project. Work orders for any one project
cannot exceed $100,000, and the total contract cannot exceed $500,000
for each 12-month contract period. The total amount of work ordered
over the five-year period may not exceed $2,500,000, or be less than
$5,000. Firms that have the qualifications to perform the services
described previously are invited to submit a completed SF 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, a completed SF 254, Architect-Engineer and Related Services
Questionnaire, and a completed SF 254 for each of its proposed
consultants to the office shown above postmarked not later than
December 18, 1996. The selection will be conducted by using the
submitted SF 255 and the SF 254s. Interested firms with more than one
office must indicate on their SF 255 the staffing composition of the
office in which the work will be performed. Consideration will be given
to firms responding to this advertisement in accordance with
instruction in the following order of preference: 1. Within the
Southeast Texas and Houston area. 2. Within the State of Texas. 3. All
others. Other factors for consideration are: experience and technical
competence and capacity of firm to perform work without outside
consultants or joint venture; have a certified Industrial Hygienist
with asbestos removal and control experience; compliance background
with OSHA and EPA. The contract contains a requirement for firms to
provide evidence of current insurance of $200,000 of errors and
omissions per claim. It is prohibited to pay any fee, commission,
percentage, or brokerage fee to any person or firm contingent upon or
resulting from award of a contract for this project. No other general
notification for this project will be made. Submissions will not be
