496-8080. Solicitation - The National Institutes of Health plans to
solicit solely to 8(a) contractors currently in good standing and being
serviced by the Small Business Administration, Washington, D.C.
District Office and the Baltimore District Office, only. This will be
for a multiple award Indefinite Delivery/Quantity Contract, to provide
construction services for renovating and maintaining existing NIH
facilities. The contractor(s), as a minimum will be responsible for
performing all associated demolition, removal of hazardous materials
and construction of projects related to patient care units and related
areas, laboratory spaces and support areas; renovation of animal and
other support areas; renovation of office, public spaces and support
areas and replacement, repair and relocation of both interior and
exterior utility systems. The number of contracts to be awarded under
this solicitation is at the discretion of the Government. Firms shall
have a minimum of 5 years experience in the type of work outlined
above. Proposals will be evaluated on the following factors with the
associated weights: 1) Project Management Plan (40 points), including
work and schedule plans, project staffing plans, contractor team
experience, quality control and safety record, history. 2) Technical
experience (30 points) including both general and subcontractor
experience. 3) Past performance (30 points). Proposal will be evaluated
for cost reasonableness but will not be assigned points. For purposes
of evaluation, technical experience, management and past performance
are considered more important than cost. These evaluation factors will
be elaborated upon in the solicitation. The Government will issue task
orders for any or all of the work described above to the award winning
firms which in tern will be competed between those firms. The
Government reserves the right, however, to negotiate with their choice
of an awarded contractor if it will be in the Government's best
interest. This contract will be for a base year of 365 calendar days
and four one year options (365 calendar days each). The guaranteed
minimum fee is $10,000.00. The maximum is $500,000.00 per task order
and a $10,000,000.00 maximum per year. The solicitation will be ready
for issuance in early December. Requests shall be presented in writing
accompanied with a money order, certified check or cashier's check for
