02-22, 703-602-6074. Synopsis No. 9. COMSPAWARSYSCOM is planning an
upgrade to the Navy's METOC system, TESS(3). We are canvassing the
marketplace and seeking information from commercial vendors of METOC
systems in order to ascertain availability of candidate COTS software
solutions. This is not a request for competitive proposals. Nor will
the government pay for information solicited. Acknowledgment of receipt
will not be made. Proprietary data will be protected when so
designated. The purpose of this notice is to develop a list of METOC
systems providers with the possibility of further reviewing each
systems applicability to the Navy's program. Capabilities of interest
(not an all inclusive list) include the: (1) ability to ingest, decode
and process standard data formats, such as Gridded Binary (GRIB)
format for gridded fields, and Binary Unified Format (BUFR) for raw
data streams. (2) ability to analyze data (an example might be
calculation of severe weather parameters and presentation of a vertical
profile and thermodynamic parameters from an Upper Air Sounding), (3)
ability to zoom, pan, animate and apply standard WMO symbology and text
to products,(4) capability to manually and automatically generate
products and displays, (5) ability to create electronic chart wall type
briefs and export in industry standard format (i.e., TIFF), (5) perform
standard operations (such as applying enhancement curves) to
geostationary and polar orbiter satellite images. The Standard
Industrial Classification (SIC) code is 7373. Interested parties must
indicate whether they are small business, large business, or small
disadvantaged, 8(a). Responses to this synopsis must be received no
later than 30 days after publication of this notice. Responces must be
in writing and delivered via mail to the following address: Commander,

Sullivan, Code: 02-22, Arlington, VA 22241 and must reference Synopsis
Number 9 on both the enclosure(s) and mailing envelope. Respondants
should submit two (2) copies of their qualification packages.
Telephonic responses will not be accepted. Information provided by
contractors should also include past and present experience in terms of
performance capability, financial status and other significant factors
