A -- RESEARCH AND DEVELOPMENT SERVICES SOL 52SBNB7C1035 DUE 123096 POC Marsha Rodgers (301)975-6398 The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Aerotech, Incorporated, Hampton, Virginia, to provide research and development services. The tasks shall include the following: 1) Investigate and characterize thin film sensors and Schmidt-Boelter gages, 2) Install and establish high heat flux gages up to 20 W/cm2. Write and submit a paper on transfer calibration facility; 3) Using a thorough analysis, model convection effects, temperature and material non-uniformites, geometrical and other effects. Write and submit a paper on these effects; 4)Design and set up an absolute calibration facility using spherical blackbody. Write and submit a paper on the absolute calibration facility.--F.O.B. Destination, Gaithersburg, Maryland-- The period of performance is from date of award through November 30, 1997. -- The Contract shall also include three additional one year option periods for similar services--This is a sole source requirement because the key personnel, Dr. Murthy Annageri, has invaluable experience in the design, setup, and testing of heat transfer and aerodynamic systems. He is a world leader in this area and has participated in numerous thermal science applications all over the world. He created a significant database of experimental data and expertise in building several setups from scratch in the first phase of this project that would take several months for anyone else to become proficient with.--See Note 22 and 26.
