301-496-8611. The National Cancer Institute (NCI) is soliciting
proposals for provision of support services required to conduct
epidemiologic field studies in the United States and abroad. These
field studies will support investigations of cancer etiology and the
development of new epidemiologic methods. Support services will include
development of liaison with persons at a local or international level
whose cooperation is needed for the conduct of a study, development of
data management systems appropriate to local conditions, assistance in
the design and pilot testing of forms required to conduct field
investigations (e.g., interview questionnaires, record-abstracting
forms), the hiring, training, and day-to-day supervision of technical
personnel (interviewers, record abstractors, other field staff), the
actual collection of the required data, the data reduction activities
involved in the field investigations (e.g., coding, keying, editing),
the preparation of data analysis files that may require summary
information based on quantities that vary in a complex way over time,
and the management of data flow to ensure orderly delivery of data to
NCI. The contractor also will assist NCI in the provision of on-site
field supervision and implementation of quality control mechanisms to
ensure quality of the field activities and help Branch invesitgators
maintain appropriate overall management of the study tasks. An offeror
must meet the following mandatory qualification criteria, 1)
Demonstrate how the offerer will accomplish the task of attendance at
frequent face-to-face discussions between the NCI Project Officer and
the Contractor's key personnel, to be held in Rockville, Maryland, in
order to monitor and review progress on project activities, and 2)
Document the availability of persons for travel, particularly for
extended trips to China. The Government anticipates one (1) award for
a five (5) year contract. It is anticipated that the RFP package will
be available on or about January 14, 1997 with responses due within 45
calendar days after the actual date of issuance of the RFP. This
procurement represents a recompetition of N01-CP-40501, the same
project being performed by Westat, Incorporated. All responsible
