The Office of Naval Research announces the Secretary of Navy Doctoral
Research Fellowships for Naval Readiness. Up to four fellowships will
be awarded competitively to social science doctoral candidates whose
dissertations will contribute to improved understanding of determinants
of the readiness of U.S. naval forces. Candidates must be U.S. citizens
currently engaged in doctoral research who are within two years of
formally submitting dissertations to their institutions of higher
education. Preference will be given to dissertations involving the
analyses of actual naval readiness data. Dissertation work must involve
interaction with an academic, Navy, or Marine Corps researcher actively
engaged in research on some aspect of the naval readiness problem.
Annually, fellowships provide a $15,000 stipend, tuition, up to $5,000
to cover dissertation-related research, and up to $15,000 for costs
related to the required interaction. Applicants may request support for
up to two years. Fellowships must begin not later than Fall 1997.
Candidates must submit an application which includes a Personal
Information Form, a supporting letter from an institution official,
graduate transcripts, a letter of endorsement from the proposed naval
contact, and a project plan not to exceed five pages. Evaluation and
selection will be based on available evidence of demonstrated and
potential ability as well as potential impact and relevance of the
dissertation research on problems of naval readiness. Applicants are
encouraged to submit a complete application to assure the most
competitive review possible. Each application will be reviewed by a
panel of experts in the discipline(s) represented by the applications.
Final selection of awardees will be made by the Office of Naval
Research. Complete applications must be received by 28 January 1997 at
the Office of Naval Research, ONR 353/NR, room 804, 800 North Quincy
