This is a notice of intent to negotiate with Dorne & Margolin, 2950 Veterans Memorial Highway, Bohemia, NY 11716 on an other than full and open competitive basis to purchase 6 ea of Satcom Antenna p/n DMC175-1-1. The minimum requirement for this communication link is that the MK V 71 through 76 crafts be equipped and have full mission interoperability with other MK V crafts and other NSW units. The DMC175-1-1 UHF SATCOM Antenna is a component of the existing communication networks that support NSW units. It is imperative that the communication system on the MK V 71 through 76 crafts be identical to the existing communication systems. The government intends to negotiate on a sole source basis with Dorne & Margolin to avoid delays to the MK V program's overall schedule causing vital communication capabilities to be lost in remote and often violent operational environments,critically compromising MK V mission and personnel safety.
